For example, a complaint received by one office may be forwarded to another if necessary to deal with the allegations. In addition, more than one office may investigate the same complaint if the allegations raise issues covered by more than one law. A well-organized and targeted campaign against police abuse can find broad support in the community. Second, corruption, misconduct, and abuse of power are surprisingly unusual among law enforcement officers. While it is true that most major law enforcement agencies have had corruption problems, the percentage of law enforcement officers who are «bad apples» is well below 1% of the more than 600,000 officials in the United States. The fact that an overwhelming majority of agents are honest, trustworthy and reliable in the face of the incredible temptations of work speaks volumes about the good character and self-discipline of most agents. Nevertheless, we are all human beings and, as such, we are all susceptible to being misjudged in and out of the workplace. I`m sure none of the great philosophers or saints have faced as many difficult moral choices as the average policeman in a month. Yet, while all of the above may be true, it is equally true that the corrosive conditions we find on the street and the many temptations found at work can never be successfully used as a rationalization or excuse for our inappropriate behavior. It is quite rare to find a novice agent involved in a serious misconduct issue.
Usually, it takes a few years for a small number of law enforcement officers to develop the bad habits that lead to poor judgment – which underlies almost every case. Some of the incidents were egregious, while the rest of the others range from serious violations of the law to minor violations of ministry policies. The excess of our authority, the abuse of our powers, the personal exploitation of our position or the inability to fulfill our duties make the public and politicians nervous. It also makes the serious press nervous and the tabloid media salivate at the prospect of making more money by sensationalizing the story! Finally, the most serious cases of police misconduct can result in major upheavals within the police organization, a loss of morale among the troops, and a significant reduction in public respect for the department. Since we have been given a lot of trust, we must always remember that the consequences are serious when that trust is violated.
